Lake Oahe, a stretch of the Missouri River that snakes more than 200 miles from Pierre to Bismarck, N.D., has set a record low almost every day for two weeks - though only by an inch or two at a time. On Thursday, it slipped within three inches of 1,574 feet above sea level.
